Cadmium (looks gold/green) is mil-spec for most military and HD metal rust protection applications. It is about as heat proof as you can get without going ceramic. I would install the new rotors using old pads for a couple of miles to wipe whatever coating is on the swept surface of the rotor (which can contaminate the pad with flakes of coating).
Then change the pads. Be aware that the swept area of the rotor will always be subject to rust. Stainless steel rotors look nice but both absorb heat and reject heat (the very purpose of the rotor) horribly.
